Strategic Joint Evaluation of the Collective International Development and Humanitarian Assistance Response to the COVID-19 pandemic

Conducted under the auspices of the COVID-19 Global Evaluation Coalition, the Strategic Joint Evaluation will assess the overall collective response to COVID-19 in low- and middle-income countries, inclusive of both national and international efforts. The evaluation is being guided by Coalition participants through a representative Steering Group and includes case studies of the response in select countries, with a focus on the role of international development co-operation. It will draw on institutional evaluations and other individual and joint evaluative work, complementing it through additional primary research.

It constitutes Module 1 of this global evaluation, providing both evidence (on the performance of international co-operation during the pandemic) and insights to inform the approach to the evaluation.
  DRAFT: Strategic Joint Evaluation Inception Report

  This draft inception report is the first of three key deliverables identified in the Terms of Reference (ToR) approved by Coalition participants in November 2022. It describes how the Evaluation Team will fulfil the ToR and lays the foundation for the remainder of the evaluation through contextual analysis and detailed information about the proposed evaluation approach, methods, tools, and timelines.

The evaluation will be managed by the OECD Development Co-operation Directorate with support from GEI and ALNAP, as the Secretariat of the COVID-19 Global Evaluation Coalition.
